At a time when it is becoming usual for medicines to be developed for a global market and pharmaceutical companies are endeavouring to expedite the drug development process, Regulatory Authorities are concentrating on improving their efficiency and effectiveness. Therefore, it is not surprising that questions are being asked as to how performance might be measured and compared between different authorities who are now often in receipt of dossiers that have been submitted to several agencies at the same time. Issues such as 'what target should be set for the review of new medicines?' and `how can quality be assured?' are now considered to be of critical importance. The twelfth CMR International Workshop, held in January 1997, provided the opportunity for Regulatory Authority and industry personnel from Europe, North America, Australia and Japan to openly discuss experiences and exchange views on how to improve the review process. The proceedings of this meeting provide a comprehensive overview of the current review process in different countries and the need for performance measures and targets. This volume summarises the many suggestions that were debated at the Workshop, and includes chapters on measuring performance, and on the integration of quality into the review process.

The Regulators is a fresh look at how the regulatory system works in Washington and how it affects the life of every American. The book, an incisive and sometimes entertaining look at the back corridors of government, draws upon real-life regulatory episodes that illustrate the power and reach of the rule-making establishment in Washington. It's the first examination of the regulatory world, and the entities that interact with it, that is both accessible and indispensable to undergraduate, graduate, business, and law students, as well as regulatory practitioners and political junkies alike.

The Regulators is told through the eyes of Warren Hascott, who returns to America after the Revolutionary War, having spent years as a slave to the Moors. He finds the Boston he had known in his youth completely changed. The country is undergoing a depression. City merchants are engaged in an economic war with the countryside. Torn between the love of two women—Judith Burdock of Tory background, and Beulah Crane, who uses her strong will and beauty to defend the rights of the farmers—Warren finds himself gradually caught in the web of Shays’ Rebellion, which seeks to create a new kind of social order based on class equality. But it is Salderman, the Boston merchant, whose cold, ruthless business tactics finally launch Warren on his career as a rebel—a career which climaxes by the famous march on the United States arsenal at Worcester.
