This excellent report examines the trend of mobility forces dominating air operations in the post-Cold War Era, and finds that as the United States moved from a strategy of containment toward engagement throughout the world, a corresponding shift occurred-away from contingencies demanding heavy concentrations of fighter and bomber planes and toward myriad, complex operations demanding mobility aircraft. This study also shows that as the number and importance of mobility-centric operations increased, the number of generals with mobility expertise also increased, especially at the most senior levels of the Air Force. The change in the composition of senior Air Force leaders is significant because it indicates that the Air Force is adapting to alterations in the geopolitical environment. It is important that we recognize and examine this change not only because it occurs infrequently within large bureaucratic organizations but also because it may signal a significant shift in the future direction of the Air Force. Colonel Lenderman explores the increase in the number and influence of mobility generals in the late twentieth century and looks toward the future, presenting possible reasons why these generals will continue to rise or why their opportunities may be limited. She concludes by discussing the significance of this study as it pertains to the Air Force's development and the nation's security. Chapter 1 of this paper explores the increase in the number and influence of mobility generals in the late twentieth century by presenting a theoretical foundation for their rise, based on Alfred Thayer Mahan's concept of sea power. Chapter 2 examines geopolitical changes in the post-Cold War era, which led to an increase in mobility operations. Chapter 3 reviews the unique mission expertise and worldview that air-mobility experts provide the nation. It also discusses organizational and cultural changes as well as Air Mobility Command's (AMC) leadership-development program, which prepares mobility leaders to assume increased responsibility. Chapter 4 looks toward the future, presenting possible reasons why mobility generals will continue to rise in prominence or why their opportunities may be limited. Since airlift was first used as a tool of national security during the Berlin Airlift, it has grown to deliver passengers, cargo, and fuel to operations worldwide in support of national security. However, Air Mobility Command is the single organization that performs for air mobility for the United States. Cm%Currently, the Air Force has structured Air Mobility Command for war, yet this command performs operations during times when the US is at peace. Air Mobility Command performs missions to support US military operations in hostile environments as well as humanitarian operations in non-hostile environments. The number of operations requiring mobility air forces has been on the rise since the Cold War ended 10 years ago. These steady-state operations seem to over task mobility air forces. This study centers on the question: Can Air Mobility Command's force structure, organized for two major-theater wars, fulfill that requirement and perform the steady-state operations in today's strategic environment? This study finds that Air Mobility Command's force structure cannot meet its requirements for two major-theater wars and that the current force structure is inefficient in meeting the requirements for steady-state operations. First, this thesis presents a primer to acclimate the reader to the complex environment and multifaceted requirements of mobility air forces. Next, this thesis examines Air Mobility Command's current force structure as determined by Department of Defense requirements for war. Then this thesis also describes the various types of missions that Air Mobility Command performs on a steady-state basis and evaluates the importance of these operations in fulfilling US National Security Strategy. Finally, this thesis recommends action that the Air Force and the Department of Defense should investigate in order to improve their air mobility capabilities in.

This study applies lessons learned from air mobility’s pivotal role in Field Marshal Sir William Slim’s World War II Burma campaign to contemporary air mobility operations. The author begins by tracing the evolution of air mobility from its pre-World War I roots to the Second World War, noting how its development proceeded despite the lack of coherent, codified doctrine. Next the author assesses Slim’s Burma campaign and how the key elements of organization, training and leadership, apart from air mobility, proved critical to Allied victory. Building upon this, the discussion turns to air mobility’s contributions to Slim’s joint campaign. From this analysis, the author identifies the tenets of air superiority, organization and air mobility normalization as being critical and enduring airpower lessons from the Burma theater. This book looks at the history of the US Air Force through the lens of its (lack of) preparedness for major wars, which is shown to be a result of its organizational culture. The U.S. Air Force is probably the most powerful military force in history, both in its destructive firepower and in its ability to project it globally. Yet, despite its unparalleled power, the Air Force entered its first three pivotal conflicts – World War II, the Korean War, and the Vietnam War – unprepared. But surprisingly, it was remarkably well prepared for its fourth major war: the Gulf War of 1991. Could there be an underlying trait or characteristic, which influenced the Air Force between the wars, that historically caused the US Air Force to be unprepared for war or prepared for the wrong type of war? Surprisingly, there is such a factor which was quite prominent in the Air Force’s complex identity – its organizational culture. Besides providing a historical description of the Air Force, this book demonstrates clearly how its organizational culture evolved and how it caused the US Air Force to be prepared for the wrong war. It also shows that when the organizational culture changed, the Air Force changed its focus and arrived prepared for the following war: the 1991 Gulf War.
